I may be mistaken as I haven't gotten to that book yet, but doesn't Turn Coat set a precedent for the Council being totally cool with sweeping uncomfortable topics/people under the rug? Maybe they help DuMorne get the Incident ruled as an accident and hand Harry off to Eb, but then close the book on the subject?
Yes, but there is the sticky subject of mind magic that Justin was using. Which breaks one of those Rules of Magic that results in a beheading.
Though, if Justin had enough weight, he could maybe convince enough members that Elaine had died as part of the accident, and that would remove any solid evidence? Since it's not glaringly obvious that Harry's influenced and any accusations he might make about Elaine would just be the grief-filled, wild accusations of a boy who just lost his first love - of course those wouldn't be reliable or anything. And scars on his mind? Well, he did just go through an awfully tragic event - it's probably best that he's not around any reminders of it for a while...

Harry keeping his back to Justin while still trying to keep an eye on him, acting oddly, hunching over more like he's trying to hide in the crowd (because yes, he is), and being all "I think we should leave now. This isn't a place you want to be."

I would think Harry would be more belligerent and hiding-fear-with-rage, all "get out of my town before I decide it's worth it to break the Laws of Magic." Maybe Harry loses some of his control and things start smoking and sizzling around him.
It would still be obvious that this Du Morne guy gets under Harry's skin like whoa, so Marcone's alarm bells would be ringing. And when he finds out the guy was Harry's foster father for years...
You could justify Justin moving away from Chicago after his house slightly/completely/utterly burned. Accidents happen when apprentices have an affinity for fire, and looking into it too closely would mean looking into Harry's accusations.
So Harry would be all doing his thing, blowing stuff up, flirting with mob bosses, when one day there's DuMorne just walking down the street.
