I've seen a lot of fics on this meme (and otherwise) show Marcone to covet/love Harry so deeply, almost with a single-minded ferocity from the very beginning, and be ready to do just about anything for him.
What about a reversal of this - how about Harry being that mindlessly (?) in lust/love with Marcone from the first time they meet?
I have NO idea how something like this would work, which is why I'm throwing it out in the meme. Maybe someone has an idea?
At first I thought, "huh, this doesn't seem possible." But then I found the answer: Harry's amazing powers of repression. FOR ONCE, THEY'RE USEFUL.
So, he feels strongly about Marcone the first time they meet, but ignores/ denies/ mis-labels his feelings. Once out of his conscious thoughts, they grow unchecked-- maybe they get some help from his subconscious.
By the time that he realizes what he's really going on, his feelings for Marcone are out of control and a little scary in their intensity.

...I have started writing an epic fic where the soulgaze triggered a soulbond but Harry repressed it really, really hard for ten years. However, the relevant part of that is "epic". As in "will never be finished".
*follows with offerings of nubile young men and women, goats(for sacrificial, or um, other, purposes. I don't judge.), baskets of kittens and foo dog puppies*
Oh yeah... that could work. His feelings manifest in the sense that he feels oddly reassured everytime Marcone appears on the scene, to the extent that Murphy asks him if he wants to be 'rescued' by Marcone everytime.
Then at some point, his need to one-up Marcone becomes a mask for telling (bragging about) his adventures to Marcone.
And then Harry subconsciously wants Marcone to sign the Accords so doesn't do much to stop it or discourage him. Hmm...
